STS Permitting Process

350 State Route 664 North ~ Logan, Ohio 43138 Phone 740-385-3030 Fax 740-385-2252 www.hockingcountyhealthdepartment.com An Equal Opportunity Employer/Provider of Services Sewage Treatment System Permit Process Permits to install, alter and operate a sewage treatment system are required for new systems and the alteration/replacement of existing systems unless it is for a repair such as the addition of risers on the septic tank or the repair of a sewer pipe or aerator motor. To obtain a permit, complete a Sewage Treatment System (STS) application prior to placing a home or beginning construction. Remit the required fees and schedule a time for you or your authorized representative to meet with an Environmental Health Specialist at the site for the site evaluation. This is to determine the best location for the STS. Lot lines must be identifiable or flagged.

In order to design the STS, a soil analysis is required either by a soil scientist or by the Health Department. To contact a soil scientist, visit the Association of Ohio Pedologists website at www.ohiopedologist.com. The information from the soil analysis will be utilized to determine the type and size of the STS. Locate all utilities prior to digging by contacting 1-800-362-2764.

Once the soil and site evaluations are completed, the Health Department will issue the STS design options so owners can obtain a bid and layout diagram from a Registered Installer. Once the layout diagram is submitted to the Health Department, the STS Installation/Alteration Permit will be issued.

The STS must be installed/altered by a registered STS Installer. Homeowners may install/alter their own system by first passing the state exam. There is no cost to take the test which can be taken at the Health Department or online at https://www.otco.org/sts-program.html Contact the Environmental Health division for final inspection before covering the STS and remit the required As-Built diagram. The STS will be given final approval and the Operation Permit will be sent to the owner.
