Building Placement Permit (BPP) A Building Placement Permit is required before building or placing a new home OR replacing an existing home unless located in Logan or in a licensed manufactured home park. Complete the permit application, remit the required fee and schedule an inspection with an Environmental Health Specialist. When replacing a home, the existing sewage treatment system (STS) must be inspected and a STS Operation Permit obtained. Risers to grade are required on the tank or aerator. The system must comply with the rules that were in effect when it was installed and it cannot create a public health nuisance.
Post the Building Placement Permit by the road.
First contact the Hocking County Planning Office at 740-380-9634 then this office prior to surveying.
New lots must have at least 100 feet of public road frontage and if sewers are not available, 80,000 sq. ft (1.836 acres) that is usable and not in the flood zone. Flood zone information is available at the Planning Office. For existing homes, new lot lines must be a minimum of 10 feet from any part of the water or sewage treatment system.
In order to approve the new split, a soil analysis from a soil scientist must be submitted to ensure it can support an on-site STS. New plats must first be stamped approved by the Engineer’s Office then the Health Department and finally the Planning Office before it can be recorded.
Site Evaluation Prior to placing/building a home, submit a completed permit application with the required fee and schedule a time for you or your representative to meet with an Environmental Health Specialist at the site. After the site evaluation, contact a soil scientist for a soil analyses. Sewage Treatment System (STS) Permit A permit is required to install a new STS or replace or alter an existing one. Permits are not required for repairs such as adding risers or the repair of a sewer pipe. Complete an application and include the property deed, floor plan, and countyassigned address. Permits can only be issued after the site evaluation, remittance of a soil report from a Soil Scientist, and layout from a Registered Installer. The permit is valid for 1 year.
STS can be installed or altered only by a registered installer or the property owner after passing the state exam. Contact this office or visit our website for a list of registered contractors or to take the state exam.
A final inspection is required prior to backfilling the new or altered system. Another inspection is required within 12 months.
10 years after the system is installed, the operation permit must be renewed. Homeowners can either have the Health Department inspect the system or hire a Registered Contractor.
Private Water System (PWS) Permit A permit is required to install or alter a water well, cistern, hauled water tank, or spring. Submit a PWS application with the required fee and the permit will be issued after evaluating the site. The permit is valid for 1 year. PWS Contractors must be licensed with the Ohio Department of Health. A list is available on our website.
Following installation and disinfection, schedule a final inspection and water sample. The water will be tested for bacteria and nitrates. A PWS alteration permit is required to utilize an existing water system when replacing a home. Plumbing Permit A plumbing permit is required for a private residence or commercial building and for the installation of a water conditioner or backflow prevention device.
Plumbing contractors must be registered with the Health Department and licensed with the State of Ohio.
Complete and submit a permit application along with the required fee and isometrics of the drain and water systems. The permit is valid for 1 year.
Contact the Plumbing Inspector for the underground, rough-in and final inspections. A re-inspection fee is required for repeat visits. A commercial plumbing permit will require a Department of Commerce Building Permit.
